i made a gm ticket just when you arrive ashenvale zygor guide says in 20-23 step 4 talk To Dinah halfmoon Accept Rescue the fallen i skipped that quest because he isnt there alot of people have those isue who where standing there is the quest gone?

As far as I know that quest has not been removed from the game.

I had the same problem, it's a phasing issue. If you go into Ashenvale and walk back she should be there. Worked for me at least
