So I have been following the guide and im level 69 now. This step requires me to be level 80 before i move on and wants me to do previous outland loremasters. I have done the other loremasters before this one so I am a little confused as to how I am supposed to level from 70 to 80 when the outland loremasters only get to 70. Should I just go straight to the next area?

It sounds like you have the suggestions to move on to the next zone early turned off. Normally when that's turned on you would have got a pop up asking if you'd like to move on when you hit level 67 and change. You can safely move on to the Blade's Edge Mountains or Netherstorm guide and come back to finish this off at a later time when you want to work Loremaster. A good way to know if it's safe to go to the next zone is to look at the numbers behind the zone name in the guides. Nagrand (65-67) means it's a good guide for levels 65 thru 67, so since you're 69 you can easily move on.

Ok thanks for the help. I didn't have the suggestions turned off. I just declined the suggestions to move on because I thought it was possible to get all the loremasters of the guide with the suggested level.

You can normally get the Loremaster stuff but there are some quests that are dungeon or you'll need multiple people to do. But if you keep trying to do Loremaster for each zone you'll quickly out-level the zones.
