This may be covered somewhere and I just haven't seen it, but I have noticed several times now when I meet the criteria to move from one zone to another, nothing in the guide tells me to do so like it used to. I have to go into the leveling list and look at the guides and see that I should have moved on...is this a bug, was it removed for some reason, is it just me, or what?

The XP difference from one zone to the next is pretty minimal so going to the next zone in WoD isn't as big of a deal as it is in the lower level zones. If you want to just follow the guide and complete a zone you can without it really hindering your leveling experience.Become a Fan of Zygor Guides on Facebook:

In Draenor you can switch the zone every two levels.
With 82 you can go to Gorgrond, with 84 to Talador and so on.
There are only very few quests in each zone that require a higher level than the starting level. For example in Gorgrond there seem to be only six leveling quests that require level 83 (other higher level quests are for garrison buildings, stables and barn).
I doubt you will run into such quests when switching zones early, at least not when playing with rested bonus.
