Valley of the four winds Quest chain broken????

Step # 144 "the emperor" chen stormstout will not give me the quest, cant move forward in the game without it??? What do I do now? Tried to move forward but its a chain, cant go any further. Im so pissed right now!
Going to do Randoms so I dont throw keyboard through monitor! AAAAAHHHHHHH!

Double check you havent missed a step. I followed the guides and had no problems with that part

I can confirm that he will not give you The Emperor. However just proceed to the next zone, it's fit for your level anyway.
