Ok, I followed this guide step-by-step until Step 94 when it says to turn in "Simple Rune". I back-tracked in the guide and confirmed that there is no mention of this quest prior to this step. Moreover, the quest "starter" NPC (as listed in wowhead) does not respond to me.
Normally I would just skip something like this and move on; however, Steps 94-98 all mention this same quest line.
