i ve just bought the guide and loving it :D i am doing the storm peaks full zone including pre quests and i ve got to step 94 talk to halvdan, i fly over to him but can talk to him? have i missed something?

You need to be at least Neutral with the Sons of Hodir to speak with him.

If you do these two quest chains you will become Neutral with them:
