Are you having a laugh at my expense?

So, there I am happily following the Netherwing Drake guide and it tells me to go to a bunch of horde guys - "Al-..wait, what? I'm Alliance.." so yeah, I get there and I see it is a horde "city" if you will, what is with this? The alliance version telling me to happily talk with a level 71 elite and a bunch of other elites all horde?

That isn't a Horde town, it's both. :-) You get a orc disguise and then you are sent there to talk to him. Have you done every single quest leading up to that point? You should be able to talk to him safely, which then opens up for quests in that town.

I can't finish off the Neutral section, after freeing that dragon Mordei or so won't give me any more quests.

You need Artisan (300) riding skill.
