What is this?

Hey everyone,
I'm just looking for some help here. I see some vids on you tube with people who have additional bars above their action bar or even on the side of their screen. I'm guessing this is an interface mod, but I'm bit sure! I know someone knows what I'm talking about! Help!

Or it could just be the additional bars that you can enable normally in the interface options.

Or it could even be that addon that is simply extra bars. It's called just that - Extra Bars. I use it. It could even be a combination of all 3. I use Blizzard's additional bars plus the Extra Bars addon.
