That one won't be available if you accepted (and/or completed) "Slim Pickings". Not sure if you've done the follow up quests at all. The 2 that you haven't been able to get are just normal breadcrumb quests so they become unavailable if you've done anything in the quest line past them or picked up another breadcrumb quest for leading you to the same questing hub.
