Order Hall Guide

I am playing as an alliance hunter. I am on step 428 of the Order Hall Quest guide. the instructions say to accept Champion: Hemet Nesingwray from Hemit Nesingwray. However the quest is not available. I am stumped at this point and can not figure out how to finish the order hall quests.

Run thru the Highmountain guide all the way from start to finish to see if you've missed any quests that might be preventing you from getting this quest.

I have not quested in Highmountain yet. when I finish there I will post if that was the issue.

The quest is finally available after finishing the quest Scout it out. Perhaps the order hall guide can be updated to reflect this.
