Tanaan Jungle step 84

I was going back through come guides and started the Tanaan Jungle line. I got to and turned in "The Home Stretch" and when it ported me to near my Garrison for step 84, it put me in the middle of the water by the dock asking me to talk to Prophet Velen. He isn't here and I cannot find him anywhere. I am trying to, according to the guide to accept "Step Three: Prophet!" any suggestions on if the guide put me in a wrong place or the quest is messed up?

That quest won't be available if you already have your garrison built.
