Azsuna - Step 1 missing

Step 1 for Azsuna says to talk to Archmage Khadgar but he is not at that location.

Typically, you don't choose the zone, you choose the legion artifact and order hall quest guides which then take you into the zones and guides.

If you stick with the Legion artifact + progression questline, it links right into the relevant order hall, artifact weapon, and quest chain for the zone you chose. There's a couple of ways to break this, i.e. not completing guides, or skipping into the zone manually.

there's no real danger in skipping ahead one step for the zone though. the lead-in quest might not be present if you chose the guide manually, because you'll have completed a different lead-in or lead-out.

However, because there's a chain of quests (broken shore, moving dalaran, artifact weapons, order halls, professions, etc.) you will need to open up your order hall to get your artifact weapon to unlock azsuna though, as well as a few other things to start questing in azsuna that are in the legion artifact progression. i.e. you won't get the right version of Khadgar to talk to in dalaran to start azsuna if you haven't completed the right quests beforehand.

Yes, as toliman has said please use the Legion Intro & Artifacts guide to get each of the zones unlocked before trying to use a specific zone guide. If you are on a Demon Hunter they have their own version of the guide so you will need to use the Demon Hunter Intro & Artifacts guide instead.

Maybe I'm doing something wrong here... I am on the Legion Intro & Artifacts guide (My screenshot wont upload) but when I skip ahead to the next incomplete step it comes back around to the same "Click Command Table" step. So it would seem I've completed the Legion Intro & Artifacts guide.

I can't find what to do next if I am not supposed to select a new zone/guide from the suggested guides.

I've tried starting the Order Hall Quests guide but I have to wait for the missions to complete before I can move on.

Any help would be appreciated.

Depending on what class you are it might be called the Command Table. Each class calls the map something different. Click the table like it says and pick one of the zones that has a quest on it to start unlocking that zone.

I am a Death Knight. The Zygor navigator takes me to Acherus mission table where you select your order hall missions. But the quests it wants me to accept are not available.

It might be a bug so I wanted to mention it.

The screenshot seems to not be working.
So I can only give you the hint that at the order hall missions table there's a tab at the bottom where you can switch to the map where you choose the zone quests:

Yes, as Cartman is showing you need to switch the mission table over to show the map so you can get those quests.
