Withered Army question

I am fairly deep into the Suramar quests, around halfway, and I keep hearing other players talk about recruiting a Withered Army, much like other temporary followers.

However, I have yet to see any NPC to recruit these from.

Where, how, etc, do I accomplish this? Do have to unlock them via prior quests in other zones (seems unlikely, as Withered only exist in Suramar)?

Any help or advice appreciated, thank you.

The Withered Army is a quest you'll do then and it will in turn become a World Quest you are able to do every 3 days. It's a scenario to complete, not an NPC you can spend resources at like at your class hall. I don't think you get any followers out of it for use with the missions, but you can recruit a certain number of 'minions' to go thru the scenario with you as you are training them.

Ah, so it is somewhere in the Suramar quest chain? I could be asking too early, as I'm only on step 281/555. Thanks for the info, as I was getting worried I had missed something important.

I can't remember if it was even a normal quest or only a world quest.

If it appears as a world quest I suggest not doing it too often as you need you Ancient Mana later on to advance at 8000 reputation into honored with the Nightfallen (I think you need 1200 at that point).
To start the Withered Army quest you spend at least 400 Mana but it is better to spend as much as you can to improve your result.
