ye i turned in Zealot's Dues then it say its a quest i can take but it wasnt there

Do what that step says, reach 8000 Honored reputation level with Nightfallen. You can use the Nightfallen Reputation guide and the World Quests guides to reach that reputation level. Once that is done you will be able to continue.

Blizzard does not want us to progress too fast in Suramar so they decided to put in reputation requirements for the next quests.

Apart from world quests and the three daily quests in the reputations guide you should keep an eye out on the Kirin Tor daily world quest set, the Kirin Tor reqrd you with a reputation item of your choice giving you 750 reputation for the Nightfallen or 1500 for the other factions.
