Load up the Legion Intro & Artifacts guide again and it should take you to get it unlocked. And make sure you have the latest version of the guides installed.

not working on two toons now... I have no idea what to do, and the guide is not telling me anything. I have run Legion Intro and my guild hall complete as far as your guilds take me...

I have a ticket in to Blizzard guess I will wait until I hear from them in a week or so.

You should get a breadcrumb quest from the Scouting Map in your order hall called "Stormheim". This quest will lead you through a short questline on some airships, starting in Dalaran. You are naturally brought to Stormheim in this questline, without having to walk or fly there by yourself. Did you do this quest, or do you see the quest available from the map in your order hall?

There are no quest on the map in guild hall... I started In Highmountain.. and worked all up to Stormheim, just following your guides. I guess there is an issue between the guides and ingame.

The scouting map is empty of ! marks.

What quests do you have in your quest log?

(Stormheim) A Stack of Racks... tried to just go find quest on my own. .... (Dalaran) A Falling Star, .... (Eye of Azshara) Wrath of Azshara.... (Artifact) Continuing the Legend) .... (Cooking) Opening the Test Kitchen.... (Enchanting) The Last Few .... (Hunter Campaign) Aiding Our Allies, Unseen Protection... Thats all of them.

I had the one from Archmage Ludson in Stormheim and abandon it, when it didn't work.

Well you don't have any of the other zone quests from the scouting map there. I'm guessing one of those other quests (not profession ones) is keeping you from getting the quests from the scouting map. Try completing them or abandoning them to see if that gets the scouting map quests to show up.

It could also just be Blizzard having more problems. They've had issues with quests not being available for a lot of people since the Legion launch.
