Azsuna guide seems "off"

is anyone else having trouble with azsuna? i cant even start the guide because khadgar isnt where the guide says he is. and its the first step of the guide for this area

*EDIT* i figured it out, i had to start a breadcrumb quest in my class hall!

Load up the Legion Intro guide before each zone to make sure you have it all unlocked.
