So, downloaded the fixed guide, I'm at Baradin Hold step 973, the follow the path arrow says go 3 miles into the sea, the quest arrow and yellow dot are in Baradin Hold, the guide is saying 'run down the stairs' once I am in the middle of the sea I can't reach.

Fail.......
