Step 35 - Spires of Arak = where is Galgar

Playing Horde and have chosen the inn for my outpost in Arak. Step 35 says to talk to the provisioner Galgar, but he's nowhere to be found. Been here on a few toons and the same thing every time. I usually skip, thinking I've done something out of turn but I followed the guide step by step this time.

Try stepping back a few to the step that it tells you to pick which one and then click on the line for the Inn in that step.
