Quest: Ashran Appearance-unable to continue

Anyone else have this trouble, Page 159 of Shadowmoon Valley,
Talk to Lieuteant Thorn, Accept Ashran Appearance.

I have completed every single quest, nothing outstanding and this dude has no other quest. I cannot continue on as the next few pertain to this. Suggestions?

You need to be level 91 for this quest to be available. If you are just a little shy of 91 there are some treasures right around your garrison that you can collect fast and it should give you enough xp to hit 91.
