Slow Guide Startup (is it normal)

When i log into a character is it normal for the guide startup process to reduce my fps to 7 until its loaded then go back to 100fps +?
It's always super laggy when i first log in on any character.

That is the travel system initializing. We have it wait until you get logged into the game before getting it running and it can slow down everything for a few seconds right at the start.
