How do I unlock heroic Dungeons in world of warcraft and its expansions?

The heroic dungeons are unlocked automatically when you get a high enough ilvl to enter them.

How do I choose to enter dungeons either normal or heroic versions in world of warcraft?

Press the "I" key to open up the random dungeon finder. Select dungeons on the left side then use the drop down list to pick between a random one or a specific one.
