I found quest 'The Party Never Ends' prevents the pick up of the step 40 quest pickup. This isn't an error report so much as a heads up that this quest can interrupt other.

Yeah, Saltheril's Haven is a breadcrumb quest so if you accept any of the other quests in that chain before accepting the breadcrumb quest then it won't be available. This is a common thing in a lot of zones with how Blizzard has the quest lines so it's advised to not pick up any quests that the guide does not instruct you to grab.
