Ive been blowing kisses at this chick for 2 days and I never get the preserved holly.

That looks like a typo in the guide. Doing a /kiss with a winter reveler will only give the Fresh Holly. The Preserved Holly is obtained by turning in 1 Deeprock Sald and 5 gold coins to any Holly Preserver machine (located in the main cities).
