Locked up on Step 104

working on step 104 in Shadowmoon Valley "circle the wagons" quest, found the NPC (foreman zipfizzle) who is supposed to give the quest, he has no quest. I have downloaded the latest guide, and searched the issue on wowhead, no joy to be had. He seems to be at a crucial point and I can't go further without this quest? Halp!!

Make sure that the guide selection window in game shows the latest guide version (5.0.11064) and then reload the Shadowmoon guide at step 1 and look for any missed steps.
