The guide will probably not cover all quests in Draenor as there will still be quests not needed for the Loremaster of Draenor achievement.
As Alliance I saw one quest in Frostfire Ridge (near Collosal's Fall), one in Gorgrond (between the flight point and the Crater of Drov) and I think 5 in Talador (one to unlock Pleasure-Bot on the central island, one SW of there and three at the road that leads to Nagrand) that are not related to any story line achievement.
And as they are not needed for the currently existing story line achievements they will not be needed for the Loremaster achievement as well.
