Stonetalon Mountains lvl 26

I was almost lvl 27 when the guide popped up saying I should move to SM, I hit accept and turned in the remaining quests I had completed. The SM guide popped up and headed over there, it started on step 2. No ! above NPC, so I looked at step 1 which brought me back to Ashenvale to click on a wagon, no ! and didn't do anything when I clicked on it, so back to step 2 which still didn't do anything, so I moved up the steps, no ! above the goblin and made my way to the town and no available quests are there. I am on step 18 and have no quests.... Should I go back to the ashenvale guide and finish all the quests?

Went back and finished the Ashenvale 23-26 guide. Still no quests being offered. Step 2 in the SM guide, I never did the quest as it wasn't instructed to do so.

What are the quest names for steps 1 and 2? Also, Alliance or Horde?

You need to talk to Aldo Rockrain at Silverwind Refuge to pick up the quest that lets you ride the wagon into Stonetalon Mountains. I've never had the situation where he doesn't have a '!' above his head. You could also try picking up the "Warchief's Command: Stonetalon Mountains!" quest from the board in Orgrimmar. This is a breadcrumb to report to Aldo Rockrain.
