It's part of the Garrison Guide which is under the Leveling and Loremaster guides -

There is currently no ETA on this as the major bugs with the guides have the highest priority right now. The quicker the team is able to get the big bugs tracked down and fixed the quicker they'll be able to turn their attention to these other problems.Become a Fan of Zygor Guides on Facebook:

If you have the Alliance guide, it should work to find you the neutral faction followers. Obviously people like Admiral Taylor and Nat Pagle will be impossible doing this, but getting the Arakoa and maybe some others ought to be possible.
