90-100 Upgrade Question

When does this go into effect? I bought it about an hour ago and don't see any difference in my addon. Does it not go into effect until WoD launch?

The 90-100 levels will be released right before WoD goes live. There should be plenty of time for everyone to get the 90-100 levels downloaded before the servers come back online.
