You need to complete the Terokkar guide in order to be able to accept further quests from Ezekiel. It's part of a quest chain that starts with the quest "I see dead Draenei" in Terokkar.

It's possible that the note in the Horde Terokkar loremaster guide after the leveling guide content is wrong. It tells you that you need to complete the Nagrand leveling guide first before doing the Terokkar loremaster part.
The Alliance Terokkar loremaster guide however does not tell you to complete the Nagrand guide before. I did not check if Alliance and Horde guide are identical though.

I think you should simply ignore the note in the Terokkar loremaster guide and complete it and then go on with the Nagrand loremaster guide.
