Missing NPC in Skywatch

Hello, am on step 262, Auridon (7-15), Aldmeri Leveling Guide. Go to Skywatch 50.38, and talk to Archmage Shalidor to accept 'simply misplaced' quest. No npc at that location. Help please.

This might be one that's linked to your Mage Guild level. What level do you have the Mage Guild at right now?

mage guild level is only lvl 2 atm.

Did you do the quest where you went into Cheesemonger Hollow and defeat Gutsripper? Are you level 15?

No, I haven't done that quest yet in Cheesemonger Hollow and Gursripper who? . I'm currently only level 11. Looks like i've got a bit before me before Shalidor appears for me.

Make sure you're doing the Mage Guild quests. Those are what you do to unlock this.
