Just an FYI - Governor Aulviel in Hycrest accepted the turn in for quest "Forever Honored", however he did not have the quest "Production Problems" to give out.
As it turns out I had somehow had already gotten that quest and turned it in later. The confusing part is that it did not show up as green indicating I already had or had done the quest.
