Difference between veteran and normal content?

At the moment, I'm veteran rank 3 and I'm in the Daggerfall zones. I'm in Rivenspire at step 735, where it asks me to accept "Guar Gone" from Short-Tail.

But this npc is not in Northpoint anywhere and I can't get the quest. Is this due to content being different from normal to veteran or have I missed something along the way?

There will be some quests not available to the Veteran ranks as you go thru the other two sections. So if you've been following the guide and you get to something like this that isn't available it's probably one of the quests you're unable to get and it should be ok to just skip to the next step and continue on.
