Kun-Lai Summit question

Since I'm just powering through, I skipped ahead to Kun-Lai Summit after saving the Red Crane and noticed something that threw me off a bit. It starts on Step 2: Talk to Shin the Weightless - Get the Tavern in the Mists Flight Path. Upon finally getting it to move back a step using Ctrl-Left click to goto Step 1, it says item collapsed and continues to Step 2. Standing at the base of the road to Kun-Lai is a Messenger Grummie with a quest 'The road to Kun-Lai'. Strangely it wasn't listed in the guide. So I got the bright idea to check back in the Karsarang Wilds and sure enough, Karsarang Wilds step 151: Talk to Messenger Grummie - Accept 'The road to Kun-Lai'. Step 150 is back in Karsarang Wilds, 151 is in Valley of the Four Winds. If you start there, the next step is Kun-Lai Summit Step 1: Talk to Highroad Grummie. I would think that Step one should be to talk to the Messenger Grummie in the Kun-Lai guide and not at the end of the Karsarang Wilds guide.
