Ebonheart - The Rift step 737

I'm a this step and is supposed to talk to Aelif and accept the fighters guild quest "Will of the Council". But Aelif ain't at the spot, where the guide wants me to go.

I have looked all around the city, and haven't found her. So far I have followed the guide since level 1, and haven't skipped anything.

Is there some kind of prerequisite quest or something else you need to have done, before she will show up?

I will mention, that I am level 41 at this point.

It's possible you might need to be 43 for this quest. Both ESO Life and ESOHead have it marked as a level 43 quest but neither site has anything about requirements to obtain the quest. Either that or you need a certain level on your Fighter's Guild.

Just ran around doing some anchors and increased my fighters guild level to 5 and now Aelif is there giving me the quest. I'm still level 41, so it seems like this quest requires a fighters guild level of 5.

Maybe this should be added as a note in the guide?
