When doing the Kirin Tor Offensive Dailies, step 86 tells you to to talk to Image of Archmage Vargoth to accept the quest "Skin of the Saurok. When you go to the way point there is no one there to talk too to accept the quest. This is also for the PVE side and not the PVP if that makes any difference.
