It makes sense to reverse steps 10 and 11. The area you have to go to to do step 11 is populated by the mobs you have to kill to do step 10, so you end up killing redundant mobs to do step 11. If you reversed them then you would achieve the kills and collects needed for step 10 as you do step 11, an then if you don't have enough you can finish what you need at that point.
