Step 2 just says "Obtain The Farmer Title" the rest of the guide is after that. But that should probably go at the end

Step 4 where you talk to Tang is no longer there, and you can just continue to Farmer Yoon and accept his quest. When I went to Tang he just told be about the tillers and what I could do with them

Haha, I see what's happening. It's supposed to load up the Tiller's Dailies guide but it's trying to load the Horde one for the Alliance side. You should be able to pull the Tillers guide up in the Reputations section for now to work on that.
