Here's the thing.
In step 52 when you speak to Long John Copper you're on the boat where the quest begins, and you're sent below deck to kill 9 Bloodsail Corsairs there is only 4 and they don't respawn. So you need to go to another boat so that should be a point or step. Because you have to switch anyways for step 56.
And if you didn't grab the item in step 54 that was on the first boat you have to fly back.
so the step order should be
Step 52, Step 54, Step 53 (Where there is only 4 of 9), Step 56 ( Where should include the boat switch), Continued Step 53, Step 55
