Stopping guide from advancing over completed steps

Is there a way to force the guide to not skip a step if it has already been completed? For example, sometimes if you manually move through the steps, it will skip over a step that has been completed - if you move back, it goes back to the previous step (4->6->4, for example - you can't get step 5 to show). It doesn't doesn't do this all the time, only on certain quests. Is there a way to override that behavior?

You can hold CTRL and ALT pressed when clicking the next and previous step buttons (or using the keybindings) to prevent this skipping.
However still some steps may show a (step collapsed) if their entire content relies on having a certain quest in your log.
