Step 154 is for picking up the final quest, this can't be done until steps 170, 171, and 172 are turned in. If I click forward to turn them in the guide will say all quests complete.
If I turn in quests 170 thru 172 and then click back to step 154 and accept "Completeing Magic", which is the final quest, it will complete properly.

"The Sleepless Legion" on step 172
