It would be cheaper if they don't build it but pay the estimated amount of people working on such a project.

It's the same with the digging of stone coal in Germany. The government pays 2 billion Euro subventions each year for 20000 jobs.

And national defense? Against what, alien invasion? China? Half of the US is already owned by them, they won't destroy their own property
If it didn't cost so much money and lives the US paranoia would be really funny...

The US has signed a treaty that prohibits weapons in space.
