    Oh yeah, forgot about that. So if you're 85 and wanting to do pretty much any zone before Cata then it will show 100% even if you didn't do a single quest in there. The easy way to test is to load up the Leveling guide for the zone and see if you have any quest accept steps marked green. If you do then right click the next step arrow and see if it stops in the middle of the guide or skips all the way to the end. If it stops then you can just keep going, if it goes to the end then you've completely finished that guide.
