Yes, there is still an Astranaar phasing bug that's been there since 4.0.1. Even though I've completed the Astranaar quests on my alliance chars and Astranaar is nice and calm, sometimes when I fly through it's back to being under attack and in flames. This seems to be only when I'm on a flight path through there, so may be related to the flying "phase".
