Galaras 15-23 Error Step 115

Running into an issue on Step 115. I'm supposed to talk to Jonah Skyreach and the quest is XAS in Distress. There is no Jonah Skyreach at the spot shown and no quest to accept. Thanks.

It's possible this is a wandering NPC. There are a couple of them in the game where you might just need to wait at that point for him to return.

Yep, that was it. He was not there for quite a while though, at least a half hour, so not sure if it was another quest that triggered him or it takes that long to show up. Anyway, thanks for the response
