ZG missing Hillsbrad Foothills quest: Preemptive Strike

Can you please be more specific? Is this a problem because there are follow up quests you cannot accept? Or are you lacking quests for the loremaster achievement?
Not necessarily every quest is covered in the guides, especially such grinding quests may be left out if there are still enough quests for the loremaster.

While performing the quest line for Orkus Kingslayer which required the mushrooms guarded by gnolls, I took a detour along the coast and encountered the Daggerspine naga. I engaged them and one dropped the attack plans which start a quest. The quest gives good XP, Undercity reputation, and a choice of rewards. If you are lucky, there may be a Lady Zephris (http://www.wowhead.com/npc=14277). Even though the guide didn't have the quest, if was still fun to do as an extra curricular activity.

Ahh, the guides often try to skip those kinds of quests simply because the drop rates to get them can often not be worth the time and trouble. I think currently there are only 2 or 3 dropped quests in the guides that aren't a guaranteed easy to get thing.

I looked a bit more at this at wowhead and the Naga are no objective of any other quest. So you would have to grind them only for the quest item that starts a grinding quest without follow up.
